Set the raisins to soak in the orange juice for 20 minutes. Bring the olive oil, broth and quinoa to a boil in a saucepan, then reduce to low and cover for 15-20 minutes or until all the liquid has evaporated from the bottom of the pot.
Remove from heat and let sit, covered, for 10 minutes before fluffing with a fork.
Dice the apples and set aside.
Once the quinoa is ready, toss the quinoa with the apples, soaked raisins and juice, mint, oil and vinegar.
Season to taste with salt and black pepper and serve warm or chilled.
